California AB 2398 Retailer Webinar

The passage of AB 2398 in California means new responsibilities for carpet retailers. As of July 1, 2011, there will be a $0.05/sq. yd. Carpet Stewardship Assessment fee placed on all carpet sold into the state of California. Retailers must include the $0.05/sq yd Carpet Stewardship Assessment fee as an after-tax line item on the customer invoice starting July 1, 2011.

   How to Remit the Assessment for Inventory Sold after July 1, 2011

If you are a retailer or dealer, you may need to remit assessments for carpet that you had in inventory prior to July 1, and sold or shipped into California after July 1. Please complete the Inventory Remittance Statement available below in the Retailer and Dealer Documents Section. Then click on the link below to fill out the request registration form for report submission that will be used to begin the transfer of information to HA&W, the outside accounting firm.

Please note that the inventory assessments shall be remitted within 60 days after the end of the quarter. For example, the first quarter ends September 30, 2011. Therefore, the remittance for inventory sold between July 1- September 30, 2011 will be due to HA&W by no later than November 30, 2011.

The Exemption Form below is be completed by the retailer or dealer  for any exemption claimed from the AB 2398 assessment.

This letter below is to be used to certify that all purchases of carpet and carpet tiles as defined by AB2398 from (Name of Manufacturer) are for use outside of the State of California and will not be consumed within its boundaries.

The Record retention requirements document below provides a list of documents that must be retained by the retailer and dealer for three fiscal years.

The Inventory Sales Remittance Statement below will be used to document any Inventory Held Prior to July 1, 2011 that is subsequently sold into the state of California and subject to the AB 2398 assessment.
